Near the present day Tube station, there used to be the 'Vauxhall Gardens' - a kind of pleasure garden/fun fair/circus/outdoor music venue. It was a massive draw for at least a couple of hundred years before it closed due to bankruptcy.
Some of the imagery in the lyrics reflect the 'fun' or otherwise of this place. The main message behind the song is the need for entertainment to distract people from their everyday frustrations and problems - as well as the link between entertainment and violence.
